MOTION TO SHAVE GOVERNOR NATHIF JAMAA WITHOUT WATER KICKS OFF

Notice of motion to initiate the impeach process of Garissa Governor Nathif Jama over alleged gross violation of the constitution was on Tuesday present to the County assembly.

A member of county assembly from the Governor’s backyard presented the notice of motion to the house clerk at 11am accompanied by a half of the 40 members of assembly.

Speaking to the press shortly after handing over the notice of motion Banane ward representative Mohamed Siyad said there was substantial ground for impeachment of the governor, who just recently cements relation with local MPs who were fighting him.

“I have presented my notice motion to the clear and I’m hopeful it will appear in the paper tomorrow. The motion is supported by 22 of my colleagues” he said.

 He noted that grounds the MCAs have solid grounds for impeachment and that they are now waiting for the speaking s’ approval and put it in the order paper for debate.

“We have handed over our notice of motion to the clerk and we have substantial grounds to remove him from office,” said the MCA who was flanked by his colleagues.

In a rare show of unity, the MCAs accuse Governor Jama of gross violation of the constitution section 54 of the public procurement and disposal act of 2005 and regulation 2013 while further claiming that he has violated the public finance management act 2012.

The MCAs said the Governor had awarded contracts to the tunes of millions of shillings on various roads projects across the county  without using proper lay down rules such as advertisement for competitiveness s’ sake.

“We have a feeling that the governor is not transparent in the way he is doing things. We will not allow him to do violate the constitution,” he added.

The assembly clerk Mohamud Santur confirmed that he has received the notice of the motion from members saying that it will be on the order in ten (10) days time when it has passed all legal requirements.

The MCAs are further accused the governor of deliberately ignoring the financial prudence and fiscal responsibilities.

Garissa MCAs have been at logger heads with governor in the since last month after the governor invited and had a lengthy meeting with members of the Parliament.

Sources at the assembly said members of the county assembly are not happy the way the governor is overlooking them and disrespecting the county elected leaders because they said they represent people at the grass root level.

“If the governor has got a problem with any of us why don’t he engage us and instead call for members of parliament to resolve any issue while we are here and represent the majority,” said member of the county assembly who decline to be named for fear of reprisal.

The members of the county assembly are said to have had a meeting in Dadaab over the weekend to strategize on how to impeach the governor Nathif Jama.
