NATHIF APPOINTS MUSEVENI AS ACTING COUNTY SECRETARY

                                 Governor Nathif appoints Museveni as county secretary 

The Garissa Governor Nathif Jama Adam has ended the anxiety on who will be the acting as the Garissa County secretary as the current office holder Mohamed H. Mursal proceed to his annual leaves starting January 1st, 2015.



In circular dated 22, December 2014, the County chief appointed Mohamud H. Mohamed alias Museveni County secretary on an acting basis with immediate effect. 

The appointment, that the governor offered as his New Year gift to the people of Garissa forced the mostly talked personality in Garissa County-Museveni to cut short his retreat in the coastal town of Mombasa, where he was reported to be  a break and rush back to assume his new responsibility immediately.

Museveni has emerged as the key adviser to the Governor  Jama and the most influential person in the County government of Garissa since Nathif came to power.

Insiders says that, the man from Maalim village is the only person that Governor Jama never misses his phone call. 



 The appointment of Museveni to the most senior post in the any County government has attracted support and opposition in equal measure among the County government employees, with some County Executive Members in anonymity describing the move as the biggest joke by the governor to welcome a new year.



In one page circular seen by your Authoritative Frontier Leaks stated in part "in view of the County Secretary Mr. Mohamud H. Mursal proceeding on leave, this is to inform you that Mr. Mohamud H. Mohamed will be acting in the capacity of County Secretary until the return of Mr. Mursal"

                                  Those who were wondering why this invited directs those invited to contact the acting Country secretary that was the reason. It was not a typo error neither a confusion.




Governor urged all the employees of his administration and the members of the public at large to offer Museveni of the fame siren chase car, a full cooperation and support during his tenure as an acting County secretary to ensure smooth delivery of services.



The circular, was also copied to the deputy governor Abdullahi Hussein, the chairman public service board, all County ministers, chief officers and the sub-county administrator.


However, the Governor was not specific in his circular, how long will the leave of the Mursal popular known as Nairobi will last.

PART 7: MY TRIP TO NAIROBI



THESE SERIES RE-POSED DUE PUBLIC INTERESTS

My village mate, who received me in Nairobi, took me to then Al-Rahma lodge in the 12th street, whose place is now taken over by a new towering and magnificent building - Diamond plaza.

As I was climbing upstairs on the three storey lodge toward my room with my new guide and the lodge attendant, we were confronted on the stairs by five ladies dressed in a piece of “clothes”. I say a piece of cloth because, what the mature ladies in their harvestable age were wearing as clothes were exposing more than it conceal of their human autonomy.

The ladies had also luscious lips with red substance akin to a fresh human blood selectively looked at me despite been in a company of two other people. With my mind fill with orgy stories about the city girls by my village people, the sight of ladies in that state made me took a U-turn in a bid to bolted out of the lodge scared dead.

Understandably, I mistook them as man eaters who just devoured onto a human being upstairs and were running away before their action was uncovered by other people in the lodge.

The watchman at the exit door, who sensed the detectable village behaves in me, restrained me from escaping into the unfamiliar town and got lost. In fact, he was advised by Kathiyow (my guide in the town) to keep an eagle eyes on me.

"What is the problem with you", the guard inquired. “You ask me what is wrong with me when you have just allowed cannibals into the lodge. From the looks of their lips, they must have eaten several customers”, I shouted as I struggled to disengage myself from his strong hands.

“Those ladies are our dedicated customers. What you saw in their lips is not a human blood. It is just lipsticks. Ladies here uses different lipsticks to make them attractive to men” he said laughing loudly at my awkwardness.

“So you mean, there is a sane man, who fall in love with a woman with a bloody lips? I asked astonished with his illegitimate explanation of a serious scaring issue. 

As if to scare me even more, another group of ladies sauntered into the lodge. The ladies had blue eyelashes. At first sight I thought, if they placed butterflies on their eyes.

With assurance from the watchman that I was safe sharing the lodge with ghost looking ladies, I went back to my room alone as my guide has excused himself to go to the 9th street for a Miraa chewing session. 

At nightfall, I pressed my hands into the springy softness of the mattress. Then, I examined the layers of cloth on top of it, unsure whether to sleep on them or to remove them and put them away before sleeping.

Finally, I climbed up and lay on top of the layers of cloth, my body curled in a tight knot due to the city’s night breeze. I also look around signs of a pit latrine in the adjacent rooms and I couldn’t find any. This made me to hold onto my natural calls both short and long as, I wait my guide to come back from chewing spree and guide me into the bushes nearby to help myself.

I didn’t take shower either. I looked all round my lodge room for a basin and a sign of bathroom - a soggy place with pieces of used soaps - but everywhere in the room including small portion within, were too clean to believe it can be spoiled with bathing.

GIRLS’ “CANED” BOYS IN GARISSA COUNTY

Ibtisaam Mohamud Shurei toppled traditions in K.C.P.E results in North-Eastern region; by beating boys hands down and emerging the best candidate in Garissa County, in the last year’s nation primary test.

The 14 years slander girl, whose name means to smile in Arabic put her name literally into its meaning and made her family, teachers and schoolmate smile big, after scoring 426 out of the possible 500 marks in K.C.P.E. examinations.

The minor who is eloquent speaker, but extremely with hare shyness, said her starling performance in the national test, were driven by her aspirations to become a doctor, a profession she says took her attention after seeing the suffering patients in the region, were undergoing to get attention of a medical doctor.

“One day I went to a local public hospital with a sick relative, considering the pains my relative was undergoing, I though she will be admitted and treated forthwith, but she was given an appointment to come a week later since there was one doctor to handle her medical needs and the only doctor’s in-try was engage up to her appointment date”,

She added” When I got home, I ask myself, how I can address this problem facing my people at my person level. The answer, I got was to excel in school and since then I never look back”,

She adds “I want to do medicine so that I can improve the derailing health sector of my county and by extension my country. It not right that people always complain of shortage of doctors and children who were given the golden chance to go to school by their parents were not focused”,




She said her performance, which made her led in Garissa County by beating boys, is an indication that girls can do better than boys, if given the chance and time to revise while at home. “I appreciate my parents who gave me this noble opportunity to go to school, while many of my colleagues (girls) were denied schooling by their parents because of their gender”, She added while speaking in impeccable English.

 She said she was expected to perform well in the examination, but she never fathomed to wrestle boys and emerge the best candidate in the County. “It is the tradition here, girls names are looked from the bottom of the candidates names, but this time thing were different girls were on top and I thank Allah for making me among the best performer in the national exam”,

Speaking to Frontier Leaks at her former Young Muslim Primary school compound the visibly exuberant girl attributed her success to her parents and teachers who she said have stood by her during her primary education journey. “I thank my parents I never missed class because I was sent to fetch water or firewood like other girls. I thank my teachers, who sacrificed their time to teach us properly”, she says.

“Am more than happy today because my expectation and prayers have been finally answered, I will soon join my dream high school - Alliance Girls secondary school and afterward pursue a career in medicine to become Dr. Ibtisaam God willing,” She added while flunked by her teachers and her fellow school mate.

The girl according to the school manager has been leading in her class since her lower primary and has been extremely self disciplined.

Earlier on pupils from the school took to the street celebrating the performance of the girls, while aboard the school’s bus they shouted ‘sio uchawi tumezoea, (it’s not witch craft we are used to performing well).

Girls from the county have exemplary performed well in last year s’ national examinations compared to previous years where boys dominated top positions.

Young Muslim Primary manager Mohamed Hailow said 23 out 65 candidates were girls and they have exemplary performed well compared with their boys counter parts.

He said the school has invested in highly dedicated teachers who have tirelessly worked towards the success of the pupils in the school.

“We are proud to have performed well, this has not come to us as a surprise because we have worked hard for it and more so we made parents to assist us by ensuring the do follow up of the progress of their children,” he said.

Speaking to Frontier Leaks separately the uncle of the Ibtisam, Mohamed Dek of the famous Dek Express said parent shouldn’t discriminate their children in the basis of gender and instead educate their children equally as girls has shown they can do better if given the opportunity.

Dek said parents have ultimate goal to instill discipline and to make sure their children get good grades that enables them to join secondary.

Hanan Mohamud a female candidate was also leading at her Mnara School.

MURDERED CLERIC LAID TO REST AS LEADERS DEMAND FOR EXPLANATION OVER HIS DEATH

Leaders are demanding answers from the state over the death of a cleric found murdered, three days after he was reportedly kidnapped by people posing as security officers.

Sheikh Mohamed Ali Kheir alias Dawara, whose lifeless body was found in Embu County, was laid to rest at Islamic cemetery in Garissa town in an emotional send-off attended by thousands of mourners.

There was tight security in the town after reports emerged that Janaza (prayers on the deceased) were to be held at Garissa Primary School grounds. A truck-load of officers from the Rapid Deployment Unit were deployed at the vicinity and along Kismayo road in case of any security breach.

Most leaders who spoke at the funeral demanded answers from the Government on what led to the soft spoken cleric's death.

Fafi MP Bare Shill, who was among those who ferried the body from Embu, expressed shock that Kenyans can be accosted by people posing as security officers only to be later found brutally murdered.

"Those who were with the deceased did not raise the alarm during his "arrest" because the assailants identified themselves as police officers. People are now cautious to co-operate with anybody claiming to be a security officer lest they also fall victim," he said.


ARREST CULPRITS

Shill said the Government must explain who were behind the cleric's murder, or arrest the culprits.
"This will have a negative impact on the relationship between the police and members of the public. Until proven otherwise, security officers must be held responsible for what happened," he said.

Sheikh Kheir was allegedly kidnapped by three people who claimed to be security officers on Thursday as he was walking with others along Posta road in Garissa town, only to be found dead three days later, and his body dumped in a water pond in Embu County.


  PROVIDE ANSWERS

Other leaders who attended the burial included Supkem leaders Abdikadir Aden (MP Balambala) and  Abdinoor Mohamed (nominated MP).

The leaders said they would meet the county security heads to seek more information into the incidents.
Some Members of the County Assembly described the killing as the beginning of unexplained extra-judicial killings following the passage of the controversial Security (Amendment) Bill 2014.
