Several county assembly members
(MCAs’) and security orderlies were injured in Wajir county assembly following an
eruption of a pandemonium that lasted for several minutes on Tuesday afternoon.
The chaos broke out after the members
of the semi-desert county of sandy streets, bitterly disagreed on the approval
of a new clerk by the assembly.
The extraordinary sitting called
for by the speaker Hon. Bishar Omar to approve or disapprove the new county
clerk Abdikhadir Hussein Omar turned extraordinarily raucous immediately Aye Sayers
voiced the Nay Sayers as declared by the speaker.
The speaker’s ruling refused to
go down well with a bunch of members led by the majority leader Mohamed Mohamud
forcing them to engage their rival camp under tutelage of the outspoken house minority
leader Osman Quresh Abdille.
Hon. Abdille accused the governor
Ahmed Abdullahi of sponsoring some members to disrupt the house business, after
majority of the county lawmakers turned down severally bid by the executive to
use the house as puppet to play to their political whims.
However, the majority leader in quick
rejoinder accused the house speaker of forcing the down the throats of the
members to approval a clerk despite substantial opposition from the members.
Hon. Osman Quresh Abdille, who
led the call for the approval of the new clerk, blamed some of his colleagues
sponsored by the executive for political interest of causing the messy house
confrontation, after losing in the house.
Chairs, prayers beads, shoes,
plastic bottle and women bags freely flew in the house shortly after the
speaker Bishar Omar ruled that Ayes, which confirms the approval of the new
clerk had it.
Speaking to the frontier-leaks on
phone after the fracas that last for several minutes, which saw the house mace
broke after been thrown to the ground repeatedly in melee lied the blame
squarely on the foots of the executive which he alleged of sponsoring mayhem.
“This was a special session by
the house to debate on the appointment of a new clerk and a public member to
the board as presented by the county assembly service board. But some members
who had a political agenda attempted to create fracas after “Ayes” had their
way” he said.
Security around the assembly was
heightened by deployment of scores of heavily armed security personnel in
anti-riot gears. They kept an eagle eyes on the developing melee as honorable
members turned at each other in political cat-fight.
The speaker said few members
resorted physical violence after his ruling instead of following the laid down
house standing order to express their concern as required.
“These members were all along
pushing to scuttled the recruitment of a new clerk and they were pushing for
the illegally retention of the interim clerk who unfortunately refused to applied
for the position when was advertised in May this year. In democracy majority
will always have their way, while minority will have their say” the speaker
added.
Those reported to have injured in
the melee included deputy Sergeant at arm, deputy speaker and several county
representatives.
Tension has been building
in Wajir County between the legislation and the executive over the recruitment
of the new clerk since the position was advertised in May this year.
The majority leader Hon. Mohamed
Mohamud, who was among those opposed to the approval of the new clerk denied
claims by the speaker and minority leader that the executive was involved
adding that the speaker overstepped his mandate by advertising the position by
himself contrary to the law which requires that such advertisement shall be
done by the county assemble board.
